Can I create a Chrome Extension without any JavaScript, or how do I use JavaScript to link?

I'm brand new to Stack Overflow, and also fairly new to coding. I know HTML and CSS, but am still early in my learning JavaScript. So, hence the title, can I create a Chrome Extension without any JavaScript, or learn it first? All I want my extension to do is link to my website when a button is clicked (which isn't working, I'm guessing because there is no JavaScript). I have all of the HTML and CSS finished, and it looks how I want it to. I just don't know about the JavaScript part. Thanks!
